    Again, I ask three questions: 1) What constitutes a small school? Is a school with 56 students, seven grades and three teachers the same as a school with 197 students, seven grades and 10 teachers both considered a small school? 2) What constitutes a community based school? 3) Do the first two questions matter?

    Oh, I should mention, even though I disagree with some of the recommendations (and I’m disappointed possible recommendations are absent) I certainly admire the rigor put into the submission’s construction. Well played!
